“足改方案”出臺(tái)

16日公布的《中國(guó)足球改革發(fā)展總體方案》備受矚目。這是中國(guó)足球史上一個(gè)里程碑式的事件。作為中國(guó)足球改革與發(fā)展的綱領(lǐng)性文件，《方案》指明了中國(guó)足球未來(lái)發(fā)展的方向和道路。

An overall reform plan to boost the development of soccer in China has been issued by the State Council General Office. One important feature of the soccer reform plan is to streamline the sport's widely criticized counterproductive management system.

國(guó)務(wù)院辦公廳印發(fā)了《中國(guó)足球改革發(fā)展總體方案》，足改方案最重要的特點(diǎn)是將簡(jiǎn)化其廣受詬病、適得其反的管理體系。

足改方案soccer reform plan 指的就是《中國(guó)足球改革發(fā)展總體方案》（overall reform plan to boost the development of soccer in China），《方案》指出，發(fā)展振興足球是建設(shè)體育強(qiáng)國(guó)（build a sports power）的必然要求。

《方案》要求半行政化的中國(guó)足協(xié)（semi-administrative China Football Association ）與國(guó)家體育總局（ General Administration of Sport of China）分離，使足協(xié)成為一個(gè)成熟的非政府組織（a full-fledged nongovernmental organization）。體育彩票（sports lottery）將用來(lái)增加投資促進(jìn)足球業(yè)發(fā)展，增設(shè)兩個(gè)國(guó)家級(jí)足球訓(xùn)練中心（ soccer training centers）。

中國(guó)是世界第二大經(jīng)濟(jì)體，中國(guó)足球長(zhǎng)期以來(lái)卻一直受假球（ match-fixing）、官僚作風(fēng)和腐?。?/span>bureaucratic ineptitude and corruption）、成績(jī)差等問(wèn)題的困擾。此次足改方案大刀闊斧，不能說(shuō)僅僅是為足球而改的，方案本身涉及到了體制機(jī)制改革，可以視作中國(guó)全面深化改革的一部分。
