Jinjiang city in southern Fujian province has won acclaim with its people-oriented concept it advocates in the management of migrant workers.

Gradually, the city is relaxing its restrictions on the issue of hukou, or permanent residence permits, allowing more migrant workers to get official identities. The program has benefitted nearly 12,000 people since 2013.

For those who haven’t obtained a hukou, Jinjiang has issued more than 1.1 million residence permits which guarantee them the same rights in 30-plus civil rights such as social insurance, medical treatment and compulsory education.

A comfortable housing condition is usually a key to keeping migrant workers from leaving. Jinjiang, in this regard, has set up a comprehensive housing security system that provides a variety of affordable apartments for different groups including low-income workers, enterprise employees and budding professionals.

More than 3,500 such apartments have been put on the market for migrant workers, who can buy them on a mortgage just like local residents, according to Chen Rongfa, Party secretary of Jinjiang.

“The price of those apartments is around 4,000 yuan per square meter. The low cost of business operation makes Jinjiang a desirable place for business startups,” he said.

The enterprises have also enhanced the construction of a corporate culture and attended to the needs of its employees, which helps to keep the core workforce.

Politically, migrant workers have taken a greater role in the political system to make sure their voices are heard. Currently there are 341 non-locals who have assumed posts of Party representatives, delegates of local people’s congress or members of the Chinese People's Political Consultative Conference committee at grassroots levels.
