Abstract:

The resident permit system now implemented in regions is a pilot for reforms of the household registration system.

It uses criteria such as residence period, employment status and years of social security fund payment as a basis whereby citizens can get services, rights and interests in their place of residence. This is much more reasonable and fair compared with the single household registration system.

Resident permits, however, are also just a management tool, and the key lies in their effective implementation. Different situations will give rise to different results. When the system is going to be implemented nationwide, it is suggested that the criteria for applying resident permits should be as low as possible.

Information in resident permits must be as complete as possible and connected with other basic population information. The "points" system should be adopted for granting permanent residence status. At the same time, consideration should be given to the connection of resident permits in different regions.
