New copyright bill may cost search engines royalties

Reportedly, Germany is considering making a new copyright bill which requires search engines to pay royalties for copying the headlines and the first paragraph of articles of newspapers. According to the explanation to the draft of this bill, search engines usually use copyrighted materials by means of copying the headlines and paragraphs of news reports. Therefore they should pay corresponding royalties. This move has been strongly objected to by Google.
