1月22日，中國互聯(lián)網(wǎng)投資基金在京成立，并與有關(guān)企業(yè)和金融機(jī)構(gòu)達(dá)成多項(xiàng)戰(zhàn)略合作協(xié)議。中國互聯(lián)網(wǎng)投資基金經(jīng)國務(wù)院批準(zhǔn)設(shè)立，由國家網(wǎng)信辦和財(cái)政部共同發(fā)起，基金規(guī)劃總規(guī)模1000億元人民幣。

The newly established China Internet Investment Fund is expected to foster innovation and entrepreneurship within the internet sector via a market approach, analysts said on Monday.
分析人士指出，新設(shè)立的中國互聯(lián)網(wǎng)投資基金有望通過市場手段在互聯(lián)網(wǎng)行業(yè)促進(jìn)創(chuàng)新和創(chuàng)業(yè)發(fā)展。

中國互聯(lián)網(wǎng)投資基金（China Internet Investment Fund）規(guī)劃總規(guī)模1000億元人民幣，首期規(guī)模300億元，資金已全部認(rèn)繳到位。除中央財(cái)政引導(dǎo)資金（fund allocated from the central budget）外，出資方既包括中國移動(dòng)、中國電信、中國聯(lián)通、中信國安為代表的產(chǎn)業(yè)資本（industrial capital），也包括工商銀行、中郵保險(xiǎn)為代表的金融資本（financial capital）。

設(shè)立中國互聯(lián)網(wǎng)投資基金是發(fā)揮市場作用助推網(wǎng)絡(luò)強(qiáng)國戰(zhàn)略實(shí)施（to bring the market function into full play and foster implementation of internet power strategy）、以市場方式助力互聯(lián)網(wǎng)企業(yè)發(fā)展壯大（to enhance development of the internet sector via market approach）、更好地引領(lǐng)互聯(lián)網(wǎng)與資本對(duì)接（to better connect the internet with capital）、更好地發(fā)揮互聯(lián)網(wǎng)創(chuàng)新驅(qū)動(dòng)發(fā)展的先導(dǎo)性作用（to help the internet better play its leading role in innovation-driven development）。

中國互聯(lián)網(wǎng)投資基金主要采取股權(quán)投資（equity investment）方式，支持互聯(lián)網(wǎng)企業(yè)創(chuàng)新發(fā)展，目標(biāo)企業(yè)既包括具備一定規(guī)模的優(yōu)秀企業(yè)（large-scale enterprises with excellent performance），也包括發(fā)展?jié)摿Υ蟮某砷L期企業(yè)（growing enterprises with outstanding potential）。在投資運(yùn)營過程中，與其他基金一樣，都是市場主體，平等參與市場競爭。
