近日，備受關注的“流量不清零”政策終于落地，中國移動、中國聯(lián)通、中國電信公布了相關具體實施的方案。

China's top three major telecom operators will launch rollover data services on Thursday, meaning unused data at the end of the month will no longer just disappear.
三大電信運營商將自10月1日起推出“當月流量不清零服務”，即月底未用的套餐內(nèi)剩余流量不會清零。

除了上文提到的rollover data service，“當月流量不清零服務”還可以用allow users to carry forward unused monthly data allowance的方式進行表達。

例如：

China's "Big Three" telecom carriers' have been asked to make further reductions in overseas roaming rates and allow users to carry forward unused monthly data allowance.
政府要求國內(nèi)三大電信運營商進一步降低海外漫游費，并推行當月流量不清零服務。

此次當月流量不清零服務的范圍為，按流量(traffic data)計費的手機月套餐，包括按月計費的基礎套餐和流量可選包，但不包含流量加油包、季度包、半年包、假日流量套餐等靈活周期產(chǎn)品，以及促銷贈送的流量。同時，在一定時期內(nèi)包含一定上網(wǎng)流量的數(shù)據(jù)卡(data cards)也不在此次服務覆蓋范圍內(nèi)。

中國聯(lián)通表示，此項服務是落實國務院(the State Council)關于“提速降費”(lower Internet prices and elevate connection speeds)工作部署的重要舉措之一，將有助于解決用戶套餐內(nèi)剩余流量(remaining traffic data)問題，改善用戶體驗(improve user's experience)。中國移動也表示，此項服務是中國移動繼2014年推出流量季度包、流量半年包等服務以來，在流量不清零方面的又一新舉措(new measure)。
