4月20日，國家主席習(xí)近平在伊斯蘭堡同巴基斯坦總理謝里夫舉行會(huì)談。雙方一致同意將中巴關(guān)系提升為全天候戰(zhàn)略合作伙伴關(guān)系，不斷充實(shí)中巴命運(yùn)共同體內(nèi)涵，致力于中巴世代友好。

中國與巴基斯坦長期以來一直視對(duì)方為“鐵桿朋友”，周一雙方一致同意將中巴關(guān)系提升為全天候戰(zhàn)略合作伙伴關(guān)系，致力于中巴世代友好。

“全天候戰(zhàn)略合作伙伴關(guān)系”英文表達(dá)是all-weather strategic partnership of cooperation，巴基斯坦的伙伴關(guān)系被稱為“全天候”（all-weather），指的是無論國際局勢(shì)如何變化，無論巴基斯坦國內(nèi)局勢(shì)如何變化，中巴之間的友誼不變。“伙伴關(guān)系”（partnership）是一個(gè)外交高頻詞，外交中常出現(xiàn)的如戰(zhàn)略伙伴關(guān)系（strategic partnership），全面戰(zhàn)略伙伴關(guān)系（comprehensive, strategic partnership），我國全球伙伴關(guān)系網(wǎng)（global partnership network ）已基本成形。

習(xí)近平在2013年會(huì)見巴基斯坦總理謝里夫時(shí)表示，中巴是鐵桿朋友（iron friends）和全天候戰(zhàn)略合作伙伴（all-weather strategic partners）。2014年2月，巴基斯坦總統(tǒng)侯賽因訪華，習(xí)近平稱贊，中巴是風(fēng)雨同舟、患難與共的好朋友、好伙伴、好鄰居、好兄弟（China and Pakistan are good friends, partners, neighbors, and brothers that stand together through storm and stress）。謝里夫表示，習(xí)主席這次訪問，將是巴中關(guān)系史上的里程碑。巴中友誼比山高、比海深、比蜜甜、比鋼硬（The Pakistan-China friendship is higher than mountains, deeper than oceans, sweeter than honey, and stronger than steel）。

巴基斯坦是習(xí)近平今年首次出訪的第一站。習(xí)近平就發(fā)展中巴關(guān)系提出5點(diǎn)建議：一、保持高層交往，鼓勵(lì)兩國政府、立法機(jī)構(gòu)、政黨、軍隊(duì)開展對(duì)口交流（encourage exchanges between governments, legislative bodies, political parties and armed forces）。二、以中巴經(jīng)濟(jì)走廊（China-Pakistan Economic Corridor ，CPEC）建設(shè)為中心，形成“1+4”合作布局（'1+4' cooperation structure ），實(shí)現(xiàn)合作共贏和共同發(fā)展。三、 加強(qiáng)中巴安全合作（ strengthen security cooperation）。四、共同辦好2015年中巴友好交流年（China-Pakistan Year of Friendly Exchanges in 2015）活動(dòng)。五、加強(qiáng)政策協(xié)調(diào)和戰(zhàn)略協(xié)作。
